The hRC staff.has completed its review of the EcWin I. Hatch Nuclear Plant, Units I and 2, response to' Generic Letter (GL) 88-01, *hRC Position on IGSCL in BWR Austenttic Stainless Steel Piping," as 3roviced in the Georgia Power Company (GPC) letters of June 30, 1968, Septem>er 27, 1908, and October 19, 1988.

The staff finas the GPC response to GL 88-01 acceptable with two exceptions that are discussed in the encicsed Safety Evaluation and in Sections 2.8 and 3.3 of the Technicci Evaluation Report for each Hatch unit.

Specifically, the two GPC positions that are not in confornance with GL 88-016re the position to overage 4-hour interval reactor coolant system (RCS) leakage neasurenents over a 24-hour time period and the position to not incorporate a change to the Technical Specifications (TSs) stating that Inservice Inspection (ISI) shall be in accordance with GL 88-01.

With regard to RCS leakage monitoring, the staff has concluded that taking RCS leakage measurements every 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> creates an unnecessary administrative hardship.

Thus, RCS leakage measurements may be taken every 8 hours9.259259e-5 days <br />0.00222 hours <br />1.322751e-5 weeks <br />3.044e-6 months <br />; however,

'these leakage measurenents may not be averaged over a 24-hour time frane.

It-is requested that you submit TS change requests to incorporate in the existing TSs both the RCS leakage mon-itoring requirenents and the requirerent to perform ISI in accordance with GL 88-01, further, these requirements should be incorporated in the revised TSs developeo in accordance with the Technical Specification Improveuent Program.

With the issuance of this Safety Evaluation, GPC no longer is required to submit IGSCC inspection plans for each future outage at Hatch Units 1 and 2.

The. inspection plans were submitted in the GPC response to GL 88-01, and the r6quirements of GL 88-01 will be incorporated into the Inproved TSs for Hatch Units 1 and 2.

However, if fitws are found that do not meet the criteria of Paragraph IWB-3500 of Section XI of the ASME Code, for continued operation withcut evaluation, the evaluations and plans for repair of the subject fisws should be submitted to the NP.C for review prior to startup.
