By letter of October 16, 1989, Georgia Power Company requested permission to use ASME Code Case N-461 in meeting the requirements of.the 1980 Section.XI.

Code, with Addenda through Winter 1981, for calibration blocks to be used J

during the Spring 1990 refueling outage for Hatch Unit 1.

Following its initial review of the GPC request, the NRC staff had a number of questions-i regarding the proposed use of Code Case N-461. These were discussed via telephone with your representatives. The additional information' requested by the staff was furnished.by GPC letter dated December 12, 1989.

Pending final review and evaluation by the NRC staff of Code Case N-461, it appears that the code case will be approved for generic use with supple-mental requirements as follows:

The calibration blocks requiring thickness tolerance allowed by the Code Case must be uniquely identified in the 10-Year Inservice Inspection Plan and in the current ISI Outage Plan, 2.

Thickness measurements and weld joint contours of the pipe / component must be known and used by the inspector conducting the UT.

All ultrasonic reflectors, 50% DAC and above, must be recorded and l

their position in the weld joint plotted to determine whether the-reflectors are relevant indications. Plotting may be by hand-calculation or by computer so long as-the variables are known and accounted for.

. Permission is hereby granted, prior to possible generic approval by the NRC of Code Case N-461, for you to use Code Case N-461, subject to the above supplemental requirements, for the calibration blocks used during the Spring-1990 refueling outage for Hatch Unit 1.
