RESULTS OF RES/NRR MEETING 0F JUNE 29,1980 RE: REVIEW 0F EPRI REPORT NP 5652 " GUIDELINE FOR THE UTILIZATION OF COMMERCIAL GRADE ITEMS IN NUCLEAR SAFETY PELATED APPLICATIONS (NCIG-07 FINAL REPORT)

On June 29, 1988 NRC staff from NRR and RES met to resolve staff coments on the referenced EPRI document. These staff coments on the report were in response to our request of April-14, 1988 soliciting review and coments on the subject document. A list of attendees is attached.

The staff identified two primary areas of concern with NP 5652:

(1)

Acceptance Method 4, " Acceptable Supplier / Item Performance Record," and (2)

Comments from the ARGIB in a memorandum dated June 17, 1988. With respect to Acceptance Method 4, it was decided that general use of this method should not be permitted.

Reservations on the use of Acceptance Method 4 were expressed by M. Peranich both at the meeting and in his memorandum dated May 70, 1988 and also in the written comments by S. Weiss in a memorandum dated May 10, 1988.

Comments and concerns identified in c memorandum from T.L. King (ARGIB/RES) dated-June 17, 1988 were discussed in detail with J. Wilson and O. Gormley (ARGIB/RES).

In general, the concern. expressed by O. Gormley and J. Wilson was over the impact which NRC's endorsement of the approach suggested by NP 5652 may have on the quality of safety related components.

It was decided that a Generic Letter on-Comercial Grade Items describing NRC general philosophy on use of comercial grade items with a conditional endorsement of NP 5652 was the preferred method of approving the document while at the same time expressing staff reservations and limitations as appropriate.

This Generic Letter on "Comercial Grade: Items" would be. issued:after. issue.of.

a Generic letter on "N-Stamped Components." It was agreed that all' staff comments on the March 1988 revision of NP 5652 should be transmitted to NCIG and EPRI.
