SUBJECT:
DRP COMMENTS ON ORAFT INSPECTION GUIDANCE ON COMMERCIAL GRADE PROCUREMENT Please include the following comments in the ORS response to NRR on the subject draft TI.
General Comments:
1.
This TI should be tested at one or two sites in each region.
The results of such effort should then be used to make a permanent change to the appropriate Inspection Manual Procedure to incorporate the necessary guidance as determined by the pilot inspections.
2, The pilot inspection should be accomplished by region based specialists.
3.
The TI should state the priority in which it is to be handled and if it is necessary.to complete at all operating facilities.
4.
The Tl should recommend which Inspection Procedures you can take credit for in reporting hours of inspection.
Spect fic Comments:
1.
In the " Background" section -
"an attempt to provide some consistency in commercial grade procurement practices.
If the intent is to provide consistency in procurement practices, then a TI is not the appropriate vehicle for achieving such.
If the intent is to provide guidance and appropriate standards of performance to the inspector for review of procurement practices, then g TI is appropriate..

In Inspection Guidance" 04.02 C. -
This could be very time consuming and not very productive.
It might be better to assess if the licensee's failure data analysis program includes procurement of commercial grade items as a potential for common cause failure or increased f ailure rate.
