COMMENTS ON DRAFT TI, COMMERCIAL GRADE PROCUREMENT INSPECTION i
Region I has already established that there is no consistency in the way that j
licensee's determine the suitability of a commercial grade item for nuclear safety related use. Further, a number of violations have been issued because such items were used prior to an adequate engineering evaluation being done.
The root cause of licensee confusion is the lack of a clear definition of
" dedication" as the word is used in 10 CFR 21. Our staff concludes that the industry would be better served by providing the needed clarification and i
information via an Information Notice or Generic letter. The guidance in the l
draft TI should be used as the foundation for a clear presentation of what constitutes an adequate " dedication". Af ter this notice is issued, a TI could be used for inspections to verify the adequacy of licensee efforts much as is now done (e.g. TI 2515/64 for GL 83-28).
