Dear Mr. Haynes:
In accordance with Section 5.6.2.2.of the Environmen nical Specification Requirements (ETSR). for Indian Point Units f and 2, Consolidated Edison hereby. submits a preliminary Anomalous Measure-ment Report.
On October 30, 1981, Interex. Corporation ~, Consolidated Edison's radioanalytical laboratory contractor, reported preliminary indica-tions of an anomalous concentration of cobalt'in an aquatic vege-tation sample which had been collected from the Hudson River-on September 23, 1981.
The preliminary indication was confirmed.by re-analysis conducted on November 2, 1981.
The aquatic vegetation sampled was Potamogeton perfoliatus (pondweed family) from ETSR Station No. 17 which is located on the Hudson River downstream from Indian Point.in the vicinity of Verplanck, New York.
The ac-tivity. concentrations observed in this analysis were 5.38+ 0.06pCi/
gm for Cobalt-58 and 1.17+ 0.03pci/gm for Cobalt-60.
These con-centrations exceed concentrations from vegetation samples at the control station (ETSR Station No. 84, Cold Spring-10.8 mi. N) by more than a factor of_ ten.

C. Haynes November 12, 1981 Consolidated Edison is reviewing data concerning releases of liquid wastes from Indian Point Units 1 and 2 to determine if a correlation between such releases and the concentrations found in the-aquatic vegetation exists.
