r APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York,.as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Environmental Technical Specifications contained in Appendix B of this license.

FitzPatrick Environmental i
Technical Specifications resolve an existing conflict between Environmental Technical Specification (Section 2.3.B.10) and Operating Technical Specification (Tables 4.2-4 and 4.2-6, Note 4, pages 82 and 05) regarding Off-Gas System isolation feature testing.
The proposed changes to the Technical Specifications are presented in Attachment I to this application.
The Safety Evaluation corresponding to this change is included in Attachment II.
