Section I - Description of Modification The surveillance requirement of Environmental Technical Specification, Section 2.3.B.10 (page 13) regarding off-gas system isolation feature is changed to require testing at least once per operating cycle from the previous annual test.
Section II - Purpose of the Modification The purpose of this modification is to resolve an existing conflict between the Environmental Technical Specifications (Appendix B) and the operating Technical Specifications (Appendix A).
A test frequency of once each operating cycle is consistent with the testing frequency for similar systems listed in Table 4.2-4 of the operating Technical Specifications.
Section III - Impact of the Change This change will not in; pact operations at JAF since this test is already conducted in accordance with operating Technical Specifications.
Section IV - Implementation of the Modification The changes as proposed will not impact the ALARA or Fire Pro-tection programs at JAF.
Section V - Conclusion The incorporation of these modifications:
a) will not increase the probability nor the consequences of an accident or mal-function of equipment important to safety as previously evalu-ated in the Safety Analysis Report; b) will not increase the possibility for an accident or malfunction of a different type than any evaluated previously in the Safety Analysis Report; c) will not reduce the margin of safety as defined in the basis for any Technical Specification; and d) does not constitute an unrevi ewed safety question.
