Three Mile Island Nuclear Station, Unit 2 (TMI-2)

Operating License No. DPR-73 Docket No. 50-320 1.

Technical Speciffeation Change Request No. 32 The licensee requests that the attached pages 3.2-1 through 3.2-11 and 5-6 through 5-12 of the TMI Technical Specifications. Appendix B, replace the existing Technics 1 Specifications pages 3.2-1 through 3.2-13 and 5-6 through 5-9.

Reason For Change This change is requested to make TMI Unit II's Radiological Monitoring Program consistent with Unit I's program.

The change also incorporates the positions of the NRC Branch Technical Position (November 1979) and current NRC requirements.

Primarily the changes are rewording of existing specifications. The new Section 3.2 deletes the actual sample locations and in turn replaces them with references to tables from the Offsite Dose Calculation Manual (ODCM).

The new Section 3.2 deletes some reporting requirements and moves them to the revised Section 5.6.

Actual changes in Section 3.2 are some changes to LLD requirements for Gross B in water, H-3, Zr-95, Nb-95, I-131 in rater, milk and food products, Cs-134 in particulates and food products Cs-137, and Ba-140.

One other change is the required reporting level fer H-3 in water.

These changes were made to bring Unit II Tech. Specs, into agreement with the 1979 NRC Branch Technical Position and the 1981 Unit I Tech.

Specs. The changes to 5ection 5.6 are administrative, in that the sections were reworded to include requirements deleted from Section 3.2.

III.

Safety Evaluation Justifying Change The change does not substantially change the requirements of the current Unit II specifications. The change primarily reflects format changes to make the Unit II Specification consistent with the Unit I Specification and current NRC requirements. The change revises nomenclature of sample points and references Tables in the Offsite Dose Calculation Manual that define sample locations. A few of the LLD requirements were changed by no.taal amounts to reflect the 1979 Branch Technical Position.

These nominal changes in LLD levels will not adversely affect the health and safety of the public. The remainder of the changes are administrative type cb-ages and as.uch will have no impact on public health and safety.

IV.

Amendment Class (10CFR170)

The licensee has determined that because the proposed Technical Specification involves an administrative change and does not have safety significance, the change constitutes a Class II License Amendment (per 10CFR 170.22).

A fee of $1,200.00 is applicable.

Therefore, enclosed please find a check for $1,200.00.
