LIMITATIONS AND ACTIONS 1.
This procedure primarily addresses the necessary notifications for each class of emergency.
It does not attempt to describe or direct the technical O-decision-making during the emergency response.

PROCEDURE O
1.
Responsibilities -
The Corporate Cormand Center Director is responsible for directing thu overall GSEP activities for emergencies of limited extent.
For emergencies of L
CC-1 August, 1981 Revision 8 Page 2 great extent, which will require activation of the Recovery Group, the CCC Director will serve as a support individual for the Recovery Manager.
2.
Duties -
a.
Activate and direct the GSEP organization and coordinate all company activities involved in coping with the emergency. Continue this overall command until the Recovery Manager assumes command at the Nearsite EOF.
Then, provide backup support-for the Recovery Manager from the CCC.
b.
Notify Federal, State, and approp-iate local agencies of emergency conditions ic accordance with Section 6.1 of the GSEP. A summary of notifications required for each class of emergency follows in subsequent sections of this procedure.
c.
Ensure that appropriate measures are taken to:
1)
Terminate the condition causing the' emergency.
2)
Protect employes and the public.
3)
Minimize the damage to the plant.
4)
Effect post-accident recovery and deactivate the GSEP organization.
d.
Approve all company press releases to the public.
l e.
Request assistance from outside emergency response organizations such as INPO or the Department of l
Energy, if required.

Whenever the Corporate Command Center Director is notified that a GSEP condition exists, he will inform corporate executives of the following or as much information as a available a.

TRANSPORTATION ACCIDENT.
p a.
Notification to the CCC Director will come from the Syaem Power Dispatcher if the Station ~ Director l
declared the Transportation Accident.
It is l
possible that the CCC Director would receive the initial notification of the accident.
If this i
occurs, declare a TRANSPORTATION ACCIDENT condition and noaify the station.
Proceed with further notiffcations.
b.
Activate the positions of the GSEP Corporate f
Command Center organization deemed necessary to meet the needs of the accident.
1)
Notify News Information as soon as possible to inform the Newa Officer about the accident.
Notify even if the CCC organization is not activated.
1 c.
Ensure that the following agencies have been promptly notified of the emergency by the carrier:
1)
The United States Department of Transportation.
2)
The local emergency agency (Police, Fire, etc.)
nearest to the scene of the accident.

Edison has entered into a Voluntary Assistance Agreement with other utilities to aid in response to transportation accidents. Should such assistance be necessary in an area distant from Edison's territory, contact INPO who will help

If the accident is in the service territory of one of these utilities, contact a person from the corresponding roster and arrange the necessary assistance.

Iowa can be called on NARS on a specific dial code with ESDA and DNS; or it can be patched-in from ESDA switchboard on request.
3)
Wisconsin Division of Emergency Government (for Zion Station only).

NRC - Region III - This will be a follow-up

c.

Notify the following agencies:

Illinois ESDA/DNS and appropriate local authorities as outlined below (if the Station Director has not already notified them):
a) When the NARS Form is completed with -
specific recommendations for sheltering
--d/or evacuation, use the NARS phone for a brief message-to ESDA and DNS only.
This brief message should indicate the recommended shelter / evac 2ation' actions and is intended to allow ESDA and DNS to prepare for further instructions to the local authorities. Confirm whether ESDA s
or CECO will make the NARS call to local agencies as listed next in step b.

Formally notify ESDA/DNS and all ap"ropriate local agencies on the NARS phone and communicate General Emergency in ormation from the NARS Form.

PURPOSE O
The purpose of this procedure is to assist the Recovery Manager in fulfilling the responsibilities assigned in GSEP while responding to a station emergency.from the Nearsite EOF.

PROCEDURE 1.
Responsibilities -
The Recovery Manager is responsible for managing'the overall nuclear plant recovery operations whenever the Nearsite EOF is activated.
2.
Duties -
a.
Direct the Recovery Group andd coordinate all company and industry support activities in coping with an 4
emergency.
b.
Ensure notification of Federal, State and appropriate local agencies of emergency declaration or reclassifications and provide prompt reports of significant changed conditions to same.

Maintain a record of the GSEP related activities.

Establish a schedule of personnel for relief and shift duty, if necessary. Attachment C is a
. suggested four or five-person shif t rotation schedule. Use of schedule is. optional.

Recovery Manager's procedure during an Alert.
a.
Confirm that the necessary notifications and
, O activities for an Alert, as listed in Corporate Command Center EPIP CC-1, are implemented.
4.
Recovery Manager's procedure during a Site Emergency a.
Notify the Institute of Nuclear Power Operations.
b.
Activate the entire Recovery Group Organization.
c.
Confirm that other necessary notifications and activities for a Site Emergency, as listed in CCC EPIP CC-1, are implemented.
d.
Provide recommended Protective Actions to States per guidelines in Attachment D.
e.
Close out or recommend reduction in emergency classification by briefing NRC, State of Illinois, and the appropriate contiguous State agencies - or escalate - the classification to a General Emergency.

a.

Purpose The purpose of this procedure =is to provide instructions to the Training Director to the extent necessary for him to fulfill his role as outlined in GSEP. B. References 1. Generating Stations Emergency Plan (GSEP). C. Prerequisites 1. None D. Precautions 1. None-E. Limitations and Actions 1. None F. Procedure 1. Primary Responsibilities - The Training Director reports to the Administrative / Logistics Manager (the Training Director will normally be activated only for Site Area and General Emergencies). He is reponsible for coordinating all training efforts required to prepare individuals for site entry and for any special or off-normal evolutions which they may be required to perform during the recovery effort. Upon activation, the Training Director will' report to the Dnergency Operations Facility. He may, however, physically locate elsewhere in order to carry out his duties most effeciently. Specifically, the Training Director will: O a. Determine the need for additional instructors to augment the onsite training department. n

Obtain the schedule for out-of-normal or special evolutions in order that the appropriate training sessions for operating, maintenance, health physics, and chemistry personnel may be scheduled. e. Ensure all training sessions are scheduled and documented. f. Ensure that orientation lectures given to incoming personnel include the following information, and reflect current situations:
- 1) Station layout
- 2) Basic radiation protection (to those not previously experienced in this area)
- 3) Areas of abnormal radiation levels and methods of minimizing exposure
- 4) Status of systems
- 5) Emergency Procedures (as required) i 2.
Working Relationships Once activated, report to the Administrative / Logistics a. Manager. b. Contact the Training Supervisors of unaffected stations as l necessary to secure resources. c. Manage available training resources as necessary to ensure emergency training needs are met. d. Communicate frequently with the Rad / Chem Director or Health Physics Director to' secure the information necessary to keep training material current. Maintain close comtunication with the' Recovery Group (i.e. e. Technical Support Manager, Maste Systems Rad Control Manager, Design and Construction Support Manager) to determine the p need for training of personnel to support special or d l r n
