SUMMARY

OF WEEKLY INFORMATION REPORT Week Ending October 16, 1981 TMI - Submerced Demineralizer System (SDS)

As of October 16, 1981, approximately 100,000 gallons of reactor building sump water has been processed through the SDS.

TMI-2 Information Recovery Seminar On December 4-5, 1981, there will be a seminar on information recovery from TMI-2 in San Francisco. The seminar is being sponsored by the four-party TMI-2 research agreement group (DOE, NRC, EPRI, GPU) with arrangements through its technical working organization.

Its objective is to provide to representatives of the U. S. nuclear power community a report of the current status, plans and accomplishments of the TMI-2 research program, and to solicit their suggestions for making the program more relevant.

Meeting on the Research Associated ~with the Severe Accident Rule On October 14, NRC staff met with DOE and industry representatives to discuss the schedule of the Severe Accident Rulemaking, the technical basis for the rule and the decision criteria to be used in deciding what research was needed and how the results would be implemented in the rule.

Agreement States Meeting Program Directors and senior staff of the 26 Agreement States will meet with NRC staff in Arlington, Texas, October 20-22.

RFP No. RS-NMS-82-032 Title - Borehole and Shaft Sealing Performance Criteria Description - The NRC seeks a thorough review of the subject of borehole and shaft seal perfornance and the identification of potential regulatory guidance and needed research.

It is anticipated that the results of this study effort will be important to the development of technical directives and regulatory guides, review of site characterization and safety analysis reports,.

The NRC's Advisory Panel for the Decontamination of Three Mile Island Unit 2 will meet October 21, 1981, in York.. Pennsylvania and November 16, 1981, in Lebanon, Pennsylvania.

At both meetings, the.

panel plans to discuss the current status of cleanup activities at Three Mile Island.

The October 21 seeting will be held at 7:00 PM to 10:00 PM in the Hotel Yorktown, 48 East Market Street, York.

The November 16 meeting will be held from 7:00 PM.to 10:00 Pd in the Municipal Building, 400 South 8th Street, Lebanon.

Both meetings are open to the public.

On Saturday, November 11,1981, at 5:00 PM, Lake Barrett will participate in a panel c aussion at the Elizabethtown Public Library on the government's response to the TMI accident.

g OFFICE OF NUCLEAR REGULATORY RESEARCH IMPORTANT EVENTS FOR THE WEEK ENDING OCTOBER 16, 1981 Experimental Programs Branch _

1.

TMI-2 Information Recovery Seminar OnDechmber 4-5, 1981, there will be a seminar on information recovery from THI-2. The seminar is being sponsored by the four party TMI-2 researchagreementgroup(D0E,NRC,EPRI,GPU)witharrangementsthrough its technical working organization (TWG).

Mr. Dircks is being asked to be a leadoff speaker along with Mr. Brewer of DOE, Mr. Taylor of EPRI and Mr. Arnold of GPU. The agenda of this research information seminar corresponds to that of a similar seminar las't year, in which Mr. Dircks also participated as a levioff speaker.

The objective of this seminar is to provide to represer.tatives of the U.S. nuclear power comunity a report of the current status, plans and accomplishments of the TMI-2 research program and to solicit their suggestions for making the program most relevant. The seminar will be held at the location of the winter ANS meeting in San Francisco and will take place on Friday and Saturday immediately following the meeting.

LOFT Experiment L8-2 was successfully performed on October 12. The test simulated the rupture of a 14 inch accumulator line in a large PWR, As.a means of testing the abil.ity of the primary coolant pumps to cool the ' core with a low water content fluid, the pumps were turned off until the peak cladding temperatures reached 10000F. After the pumps were turned on, no change in cladding temperature was observed. The temperature was allowed to coatinue to rise to 12500F at which time the ECCS was activated. The ECCS, with the accumulator pressurized to 600 psi, quickly quenched the fuel.

0 During the test, the peak cladding temperature recorded was 1317 F.

No fuel damage was observed after the test. A Quick Look Rr art covering tests L5-1 and L8-2 is due out in ten days.

Work will begin in late November to remove the center fuel assembly and replace it with a pressurized fuel assembly in preparation for the first LOFT test with pre-pressurized fuel.

FLECHT SEASET A bimonthly program progress and financial status meeting was held on October 6, 1981. Westinghouse reported that the overall program is on schedule and within budget. Report No.10,17 x 17 Unblocked Burwiie Tests Data Evaluation and Analysis Report NUREG/CR-2236 was compledted and the master has been sent to NRC for printing and distribution.

Pulsed Neutron Activation (PNA)

Argonne National Laboratory published and distributed the report on Feasibility of using PNA techniques for In-Situ Cal-ibration of UPTF Two-Phase Flow Instrementation NUREG/CR-1971. The findings will be used for 4

the 3D instrumentation evaluation.

This is being done to check the validity of the 11/2 year old results produced by the IRT cade at Brookhaven National Laboratory.

Both of these calculations are being made in response to a critique expressed in the recent ORNL report.

Fuel Behavior branch has determined that continued irradiation of tw assemblies in the Halden (Norway) re.ctor is in the interest of NRC.

3 Severe Accident Assessment ~ Branch Meeting on the Research Associated with'the Severe Accident Rule A second meeting between DOE, NRC and industry representatives was held on October 14,1981 at DOE Headquarters, Germantown, Maryland. The purpose of the meeting was to discuss the timing or schedule of the Severe Accident Rulemaking, the technical basis for the rule and the decision criteria to be used in deciding what research was needed and how the reso ts would be implemented in the rule. The industry's perspective on the need fcr and objective of the rule was presented by D. Reed, Chairman of the IDCOR Steering Group.

RES management discussed current thinking on the development of the rule and the current schedule. Also discussed by RES was the research needed to form the technical basis for the rule.

-c ITEMS OF INTEREST OFFICE OF INTERNATIONAL PROGP.AMS WEEK ENDING OCTOBER 16, 1981 PWR Fundamentals Course in Cairo, Egypt A PWR Fundamentals Course, originally scheduled to begin on Sunday, October 18, in Cairo but postponed last week, has been rescheduled to begin as planned this coming Sunday. Representatives from the Egyptian Atomic Energy Establishment contacted the American Embassy in Cairo to inform them that despite the tragic events of last week, they wanted the NRC in-structors to come to Cairo and teach the two-week PWR Fundamentals Course as scheduled. Steve Showe and Lou Simons from the Reactor Training Center in Chattanooga departed October 15 for Cairo to teach the Fundamentals Course.

IAEA-IIASA Joint Project Dr. Michael Cullingford, RES Division of Risk Analysis, has been nominated for a one-year term in an IAEA-IIASA (International Institute of Applied Systems Analysis in Austria) joint project on fuel cycle, waste management and trans-portation risk assessment. Cullingford was specifically requested by IAEA.

His work in this program will complement the work NRC is doing in this area and will enable NRC to benefit fully from the work going on at IIASA.

DeFayette of the IE Division of Emergency Preparedness to discuss emergency planning regulations; (2) B. Sheron and L. Phillips of the NRR Division of Systems Integration to discuss core cooling states; and (3) D. Vassallo, J. Buzy, and L. Beltracchi of the NRR Division of Human Factors Safety to discuss aids to operating staff'during accident conditions and new concepts on control demand.

On Tuesday, Antonio Refre of the Philippine Atomic Energy Commission (PAEC) met with J. Buzy of the NRR Division of Human Factors Safety to review NRC's assistance l

programs with the PAEC in the field of operator training and qualifications.

On Tuesday, Dr. Dan M. Ilberg, Head of the System Safety Department, Licensing Division, Israeli Atomic Energy Commission, met with B. Snyder, Director of the NRR TMI Program Office, and toured the TMI site to discuss the current status of the cleanup operations for Unit 2 and the proposed restart of Unit 1.

On Wednesday, Mr. Y. H. Lee, Director of the Licensing Division of the Taiwan Atomic Energy Council, and Mr. Irving Wang, Health Physicist, met with (1) R. On Wednesday, Sir Frank Layfield, England's. leading planning lawyer who is expected to conduct their public inquiry into the British Government's decision to build a PWR in Stillwell, England, met with Commissioners Gilinsky, Ahearne and Roberts and with NRR Director Harold Denton and IP Director James Shea to discuss various espects of the PWR.

On Thursday, Dr. J. Kruger, Deputy Director 'f the Isotope and Radiation Division of the South African Atomic Energy 'oard, met with representatives of the IE Division of Emergency Preparedness to discuss emergency planning regulations and to tour the Incident Response Center.

On Thursday, the opening plenary session of the U.S. People's Republic of China (PRC) Joint Commission on Cooperation in Science and Technology was held at the U.S. Department of State. Commissioner.Gilinsky, IP Director James Shea and Donna Chenier of IP attended for NRC. On Friday, Dr. Agustin Alonso of the Spanish Nuclear Energy Council (JEN) met with Dr. Robert Van Houten of the RES Division of Accident Technology to discuss NRC's severe fuel damage research program.

On Friday, Mr. Le Niger of the French Atomic Energy Commission (CEA) met with Dr. Joseph Muscara of the RES Division of Engineering Technology to discuss CEA participation in Surry II SG research.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING OCTOBER 16, 1981 On October 12, 1981 Denald Nussbaumer, SP; Kitty Dragonette, NMSS and William B. Menczer, Regional State liaison Officer, Region III, were in St. Paul, Minnesota participating in the Conference on law-Level Radio active Waste Disposal and the Legislative Seminar on Low-Level Radioactive Wastes. The seminars, attended by approximately 100 persons, were designed to provide Minnesota legislators with substailtive and timely information regarding the management of low-level radioactive waste in Minnesota, including the technical aspects of waste. disposal, Federal, State and legislative policies, and policy options available for disposal in the State. Don Nussbaumer made presentations on the Agreement State program and Kitty Dragonette discussed proposed Part 61. During the conference, Mr. Menczer met with State Representative Ken Nelson, Chairperson of the House Energy Committee; Roger DeRoos, Director, Minnesota Environmental Health Division; Dave Giese, Assistant Director, and Alice Dolezal, Chief of Minnesota Radiological Health to discuss State views on low-level waste management in Minnesota.

Program Directors and senior staff of the 26 Agreement States will meet with NRC staff in Arlington, Texas, October 20-22, 1981. The Commissioner of the

Texas Department of Health will address the meeting. Panel discussions will be held on uranium mill regulation, emergency preparedness, industrial radiography safety, waste management and transportation.

IE, NMSS, ELD, RES and Region IV will participate in the meeting. A pre-meeting of u'.anium mill Agreement States.and NRC staff will be held October 19th to discuss procedures for NRC reviews of Agreement State uranium mill programs.

WEEK ENDING OCTOBER 16, 1981 Activities at the Nuclear Safety Information Center (NSIC)

.0n' October 15 and 16, AE00 ' met with the management and staff of NSIC at Oak Ridge' National Laboratory. The meeting covered work in progress = and future activities associated with' the collection and review of foreign operational information.'and with the Sequence Coding and Search Procedure (SCSP) being developed by AE0D.

Discussions on the foreign operational information ' included guidance to assure-that potentially significant foreign events are quickly identified for. NRC consideration and are listed in periodic reports. Additionally, progress made in indexing the foreign information and in developing suitable computer data bases for searching the information was reviewed. NRC/IP participated in this part of the meeting.

anticipated that _a trial program with outside participation will be initiated during the first quarter of CY 1982 and full system operability should be possible in the second quarter. Additional subjects discussed included: the Nuclear Plant Reliability Data System (NPRDS); the Licensee Event Report Rulemaking; AE0D's plans for FY 1982; the NSIC budget and program for FY 1982; and cooperative activities among NSIC, INP0 and NSAC.
