Hesponse to Inspection Reference is made to I & E Inspection No. 50-29/81-07, wnich was conducted by your Mr. J. C. Jang on April 28-30, 1981, at the Yankee Nuclear Power Station (Yankee Howe) in Howe, Massachusetts. The report made subsequent to that inspection identified one item which apparently was not conducted in full compliance with NRC regulations.
In accordance witn Section P.201 of the NHC's " Rules and Practices", Part 2, Title 10 Code of Federal Regulations, we hereoy submit the following information.
Alleged Item of Noncomplianc_e_
Section 6.8.1 of the Technical Specifications requires written procedures as per Section S.1 ud S.3 of ANSI N16.7-1972 and Appendix A of Regulatory Guide 1 33, November 1972. Section 6.8.2 of the Technical Specifications requires that each procedure required by Section 6.8.1 of the Technical Specifications be reviewed by the PORC and approved by the Plant Superintendent prior to implementation.
Contrary to the above, as of April 30, 1981, the written Vendor's Procedures for Sr-89, Sr-90 and C-14 analyses were not reviewed and approvea as required by Section 6.8.1 and 6.8.2 of the Tecnnical Specifications.
Response
It is our belief that the alleged Item of Noncompliance is incorrect in its interpretation of Technical Specifications (T.S.), ANSI N16 7-1972 and Appendix A of Hegulatory Guide 133, November 1972.
Tnerefore, we request that tne item of Noncompliance be withdrawn.

Tne analysis of Sr-39, Sr-90 and C-14 is perform 9d oy an outside contractor as is required by Procedure OP-9244 "Radionuclide Analysis of Primary Coolant and Purification System" which was reviewed by PORC, approved by the Plant Superintendent prior to tnis inspection. The outside contractor has been audited and reviewed througn our Quality Assurance program to perform these analyses and based upon their findings have been placed on our approved vendor list. This establishes the fact that they not only can meet our specifications but also the contractor has a Quality Assurance Program to back it up.
It is our belief that procedures which are performed offsite by an approved vendor need not be reviewed by the Plant Operation Review Committee.
