This refers to your letter dated August 7,1981, in respons
er
dated July 16, 1981.
We have reviewed your response and have given special consideration to your
argument that the alleged item of noncompliance is in error .ind should be
withdrawn.
Based on this review, we again conclude, however, that an item
of ncncompliance does exist and that it is accurately stated in the Notice
of Violation accompanying our letter dated July 16, 1981.
You do not dispute that procedures are required for the analysis of Sr-89,
Sr-90 and C-14 but base your argument on your belief that auditad and approved
vendors may develop and use procedures which are exempt from the review required
by Technical Specifications 6.8.2.
The vendor is, however, only your agent in
this matter and there is no basis for considering his procedures to be exempt.
Technical Specification 6.8.2 requires review by PORC and approval by the Plant
Superintendent for all (required) procedures, including analytical procedures,
used in either an on-site or off-site (vendor) laboratory.
In addition, we have reviewed Procedure OP-9244 and Vendor Evaluation Report
No. 80-2L and they do not contain any infomation with regard to review of
specific procedures for the analyses listed in the item of noncompliance.
Please submit to this office within seven (7) days of receipt of this letter,
a written responta as specified in the Notice of Violation which accompanied
our letter dated July 16, 1931.
Your cooperation with us is appreciated.
