SUBJECT:

IMPLEMENTATION OF UNRESOLVED SAFETY ISSUE A-10, BWR N0ZZLE CRACKING By your letter dated September 22, 1981 you responded to our letter dated July 15,1981 regarding the above subject at the Cooper Nuclear Station.

Specifically, you provided the information we had requested concerning Reactor Water Cleanup (RWCU) system rerouting and control rod drive (CRD) hydraulic system modifications.

With regard to the RWCU rerouting, we concur with your assessment that such a modification is unnecessary because of the particular characteristics of the startup at Cooper. Such characteristics result in RWCU rerouting being of little additional benefit.

With regard to CRD hydraulic system modifications, we concur in your assess-ment thEt cutting and capping of the CR0 return line, without rerouting, is acceptatie for Cooper.

Further, we agree that the CRD hydraulic system modifications already completed, as documented in your September 22, 1981 letter, satisfy the guidance of NUREG-0619.

We consider no further correspondence to be necessary on the subject of A-10 implementation until your submittal of the reports requested in NUREG-0619.
