RE: COOPER NUCLEAR POWER STATION Your letter dated March 18,.1981 requested an exemption from the require--
monts of Ap wdix R to 10 CFR 50, Section III.G.2 and also mquested an extension until June 30, 1981 to provide additional infomation to support the request for exemption. As a result of your re-examination..you identified one area.. the Cable Expansion Room, that mc W the addition of fire detection to meet requirements of Ar 'ndix R. Saccion III.G. You then stated: "This reexamination has assut that the alternative features at CNS provide equivalent protection to the requirements of Section III.G.2".
You have not provided sufficient infonation for us to detemine how your plant features differ from the requirements of Section III.G.
Therefore, the exemption that you have requested has not been justified and you have not provided a sound technical basis warranting further staff review.
If you intend to maintain your exemption request, you must specifically identify and justify your alternatives to the features required by Appendix R.Section III.G.
We also note that the remote shutdown capability which is relied upon for a fim in the CNS cable spreading room would fall under the criteria of Appendix R.Section III.G.3 and Section III.L.
If this remote shut-down capability is not electrically isolatable from the cable spreading room, modifications would be required to meet these criteria. Accordingly, a response to our February 20, 1981 letter (Generic Letter 81-12) would also be required. 'Other areas of the plant, such as the Control Room and the Cable Expansion Room, may also fall under the criteria of Sections III.G.3 and III.L.
