This refers to the routine safety inspection conducted by Mr. R. Architzel
-of this office on July 6 - August 18, 1981 at the Calvert Cliffs Nuclear
Power Plant, Lusby, Maryland of activities authorized by NRC License Nos.
DPR-53 and DPR-69 and to the discussions of-our findings held by Mr. Architzel
with Mr. L. Russell and other nembers of your staff at the conclusion of the
inspection.
Areas examined during this inspection are described in the Office of Inspection
and Enforcement Inspection Report which is enclosed with this letter.

Based on the results of this inspection, it appears that one 01 your activitics
was not conducted in full compliance with HRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
This item of
noncompliance has been categorized into the levels described in the Federal
Register Hotice (45 FR 65754) dated October 7,1980.
You are required to
respond to this letter and in preparing your response, you should follow the
instructions in Appendix A.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the HRC's
Public Document Room.
If this report contains any infomation that you (or

your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4), J//
it is necessary that you (a) notify this office by telephone within ten (10)
days from the date of this letter of your intention to file a request for with-
holding; and (b) submit within 25 days from the date of this letter a written
