Subject: NRC Inspection - San Onofre I

This refers to the inspection conducted by Mr. A. Chaffee of this office
on July 13-17, 1981 of activities authorized by NRC Liceus No. DPR-13,
and to the discussion of our findings held by Mr. A. Chaffee with yourself
and Messrs. Haynes, Nunn and Curran and other members of the Southern California
Edison staff at the conclusion of the inspection.
Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective examinations
of procedures and representative records, interviews with personnel and
observations by the inspector.

Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy
of tMs letter md the enclosed inspection report will be placed in the
NRC's Public Document Room.
If this report contains any information that
you (or your contractors) believe to be exenpt from disclosure under 10

CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone

within ten (10) days from the date of this letter of your intention to file
a request for withholding; and (b) submit within 25 days from the date of

this letter a written application to this office to withhold such information.
If your receipt of this letter has been delayca such that less than seven
(7) days are available for your review, please notify this office promptly
so that a new due date may be established. Consistent with section 2.790
(b)(1), any such application must be accompanied by an affidavit executed
