Enclosed is a draft of a proposed letter of acknowledgement to the WPPSS reply to the Notice of Violation on Docket No. 50-397 (WNP-2) dated July 11, 1980.
e Also enclosed is a copy of the Region V review and assessment of the WNP-2 response to NRC's 50.54(f) letter dated July 17, 1980.
We find the licensee's response to be consistent with NRC's request and their planned reviews and schedule to be appropriate.

Thank you for your letters, referencdabove, which were provided in I
response to our letters to you dated June 17, 1980.
The information provided by you in resonse to the. Notice of Violativ will be examined during subsequent NRC inspections. We note that further infonnation will be supplied by you concerning those correctivt. actioi s taken to avoid further noncompliance with NRC requirements.
We examined the information you provided concerning your plan and schedule for reviews of safety related work accomplished by contractors and found that it was consistent with our request. Our assessment of this information Q

l is that proper execution of the reviews and the corrective actions in response to any deficiencies identified, in conjunction with our examination of the results of these reviews and corrective actions and our inspections at WNP-2, will be necessary to develop the information needed to ascertain whether the facility has been constructed in substantial confonnance with the construction permit.
It is important that your reviews and corrective actions include inspection of the components and structures in order to ascertain whether results of reviews of associated records are meaningful.
The effectiveness of these reviews and implementation of corrective actions to resolve any deficiencies will be examined by our inspection staff.
We have assigned a resident NRC inspector at the facil~ty to afford tinely and continuing examination of these efforts.
As stated in my previous letters to you, we are concerned about the quality of construction'at your WNP-2 site.
The actions taken by you to identify and correct deficient construction and to control future construction in accordance with your.qudlity assurance program is vital to our consideration of whether further enforcement is required regarding your license.
In accordance with Section 2.790 of the NRC's " Rules of Practice",
Part 2, Title 10, Code of Federal Regulations, a copy of this letter I
will be placed in the Nuclear Regulatory Coninission's Public Document Room.
