- 3) WPPSS Reply to Notice of Violation, dated July ll,1980 Enclosed is a draft of an ORDER for imposing the referenced civil penalty on WPPSS as well as a. proposed transmittal letter.

responses of July 11, 1980 were evaluated by Region V staff regarding the information presented for remission or mitigation of certain penalties.
Results and conclusions of these evaluations are attached as Appendix A to the draft ORDER.
A copy of the enclosures to this letter were telecopied to IE:HQ on July 29, 1980.
The acceptabilit'y of the licensee's response (ref. 3) to the Notice of t
Violation and their response to NRC's 50.54(f) request is currently being evaluat d.
The results of this evaluation will be the subject of.
a separate letter to the licensee which will be fonvarded to IE:HQ for co~ncurrence, signatiire and transmittal.
Some answers given regarding -
the Notice of Viola *.:on are not fully acceptable and we are in the process of obtaining amended responses. We expect to have our evaluation and draft letter completed by August 4.
