The Atomic Energy Commission ("the Commission") has found that:
A.
The application complies with the requirements of the Atomic Energy Act of 1954, as amended ("the Act"), and the regulations of the Commission set forth in 10 CFR Chapter I; B.
Construction of the facility has been subscantially completed in conformity with Construction Permit No. OPRR-ll3 and the application, the provisions of the Act, and the rules and regulations of the Commission; C.
The facility will operate in conformity 5ich the application, the provisions of the Act, and the rule.4 and regulations of the Commission; D.
There is reasonable assurance (i) that the activities authorized by this cperating license can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance witn the regulations of the Commission; l

The applicant is technically and financially qualified to engage in the activities authorized by this operating license in i
accordance with the rules and regulations of the Comunission; F.
The applicant has furnished proof of financial protection and l
has executed an indemnity agreement which satisfies the require-l ments of 10 CFR Part 140; and G.
The issuance of this license will not be inimical to the comanon defense and security or to the health and safety of the public.

Facility License No. R-119 is hereby issued to read as follows:
A.
This license applies to the Nuclear Training Reactor (herein re-ferred to as "the facility" cr "NTR") which is owned by the O

. Westinghouse Electric Corporation (hrreinaf ter "the licensee" or " Westinghouse") and is located at the licensee's site in Zion, Illinois, as described in the application dated September 24, 1970, and amendments thereto dated December if, 1970, January 29, 1971, February 11, 1971, and March 5, 1971 (herein referred to as "the application").
Subject to the conditions and requirements incorporated herein, B.
the Commission hereby licenses Westinghouse:
(1) Pursuant to Section 104c of the Act and 10 CFR Part 50
" Licensing of Production and Utilization Facilities", to possess, use and operate the hTR as a utilization facility at the licensee's site in Zion, Illinois, in accordance with the procedures and limitations described in the application and in this license;
)
(2) Pursuant to the Act and 10 CFR Part 70, "Special Nuclear Material", to receive, possess and use up to 8.1 kilograms of contained uranium 235, and 48 grams of plutonium contained in plutonium-beryllium neutron sources, both in connection with operation of the facility; (3) Pursuant to the Act and 10 CFR Part 30
" Rules of General Applicability to Licensing of Byproduct Material", to receive, possess and use up to 10 curies of any a.
byproduct materials between atomic numbers 3 to 83 (inclusive), in any chemical or physical form as irradiation samples, but not to exceed 5 curies of any one isotope, and b.
receive, possess and use up to 200 millicuries of any byproduct materials as sealed sources for cal-j l
ibration and demonstration purposes.
c.
possess, but not to separate, such byproduct mat-erials as may have been produced or may be produced by operation of the facility.
C.
This license shall be deemed to contain and be subject to the condi-tions specified in Part 20, Section 33.34 of Part 30, Sections 50.54
)
and 50.59 of Part 50, and Sections 70.24 and 70.32 of Part 70 of the Commission's regulations; is subject to all applicable provisions
. of the Act and rules, regulations and orders of the Commission now or hereafter in effect; and is subject to the additional conditions specified or incorporated below:
(1) Maximum Power Level The licensee may operate the NIR at steady-state power
. levels up to a maximum of 10 kilowatts (thermal).
(2) Technical Specifications The Technical Specifications contained in Appendix A, as revise ~d through Amendment No. 5, are hereby incorporated in the license. The licensee shall operate the facility in accordance with the Technical Specifications.
D.
This license is effective as of the date of issuance and shall ex-pire at midnight, January 28, 1982.
