r c-APPENDIX A NOTICE OF VIOLATION Georgia Power Company Docket Nos. 50-424 & 50-425 Vogtle 1, 2 License Nos. CPPR-108 & CPPR-109 As a result of the inspection conducted on June 22-26, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violations were identified.

A.

10 R 50, Appendix B, Criterion V, implemented by paragraph 17.1.5 of the PSAR, requires in part that, activities affecting quality shall be pre-su ibed by documented instructions, procedures and drawings and shall be accomplished in accordance with instructions, procedures, and drawings.

Paragraph F cf procedure GD-T-09, addresses the use of Equipment Mainten-ance/ Storage Lists (EM/SLs) and states that Maintenance / Storage inspections should be completed as specified on the EM/SLs within plus or minus one week of the required inspection week.

Contrary to the above, review of completed records (EM/SLs). Sed discussions with responsible GPC personnel revealed that Maintenance / Storage inspec-tions were not accomplished for the month of 9/15/80 for Unit 2's reactor vessel (Tag #2 1201V6-001) and for the month of 3/24/79 for Unit 2's boric acid transfer pump (Tag 21208P6-006).

This is a Severity Level V Violation (Supplement II.E) applicable to Unit 2 only.

10 CFR 50, Appendix B, Criterion II, requires that activities affecting quality shall be accomplished under suitably controlled conditions such as j

adequate cleanliness. The PSAR Section S217.1.2 states that this require-rent will be met by compliance to Regulatory Guide 1.38 which endorses ANSI N45.2.2 for storage areas. Section 6.2.4 of that standard prohibits the use or storage of food or drinks in any storage area.

Contrary to the above, on June 24, 1981, both food and drinks were observed being consumed by Millwrights who were working in the main warehouse storage area. Additionally, on the same date an empty beverage bottle and some soda j

cans were found on the ground in the NSS storage yard.

Consideration may be given to extending your response time for good cause shcwn.

Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
