SUBJECT:
BUILDING CONSTRUCTION REQUEST This refers to your letter dated April 15, 1994, regarding the proposed construction of a building to be located within the controlled access area at the General Electric (GE) Nuclear Fuel and Components Manufacturing facility in Wilmington, North Carolina. The proposed building will be approximately 50 feet wide by 100 feet long with an adjacent storage pad. The design will be metal construction with insulated roof, walls, and a concrete floor.
The building will include heating, ventilation, air conditioning, sprinkler systems, electrical and water services, rest rooms, and a change room.
Construction will meet or exceed all State and local codes.
Activities in the new building and area will consist of decontamination, refurbishment and storage of reactor fuel examination equipment.
These activities will be licensed by the State of North Carolina under GE's existing agreement state license.
Special nuclear material will'not be used in this building or storage area. Therefore, no changes to GE's NRC Materials License SNM-1097 will be required.
It is our understanding that the construction will require excavation of soil.
Prior to construction, soil survey results must be obtained by GE to determine if the soil is contaminated.
If contaminated soil is discovered, the soil survey results must be submitted for Nuclear Regulatory Commission review and confirmation.
All contaminated soil must be removed prior to construction.
If no contamination is discovered, GE may proceed with the construction.
Results from the soil sampling should be maintained in the decommissioning file required by 10 CFR Part 70.25(g).

The staff has determined that construction of this building will not significantly affect the quality of the environment.
Therefore, the staff has no objection to GE constructing this building.
