Gentlemen:

This refers to the routine inspection conducted by Messrs. C. W. Caldwell,

A. L. Hon, C

D. Townsend, and D. Corporandy of this office on November 11

through December 22, 1990 of activities authorized by NRC License Nos.

DPR-13, NPF-10, and NPF-15 and to the discussion of our findings held by the

inspectors with Mr. H. E. Morgan and other members of the Southern California

Edison (SCE) staff at the conclusion of the inspection.

Areas examined during this inspection are described in the enclosed inspec-

tion report. Within these areas, the inspection consisted of selective

examinations of procedures and representative records, interviews with

personnel, and observations by the inspectors.

As discussed in the enclosed inspection report, we are concerned that your

staff did not take adequate corrective measures to preclude failure of the

Automatic Switch Company (ASCO) solenoid operator for containment spray valve

CV-82. This specific model of ASCO solenoid valve has had a history of

failures in Linit I dating back to 1987. As evidenced by the failure of CV-82,

it appears that you did not establish sufficient measures to monitor the

performance of these solenoid valves during ongoing plant operation.

In

particular, the surveillance interval established may have been too long with

respect to failure times indicated by informal testing.

In view of the

corrective actions taken or initiated by your staff since this most recent

failure, and consistent with the criteria specified in Section V.G of the NRC

Enforcement Policy, this issue is identified in the enc 1csed inspection report

as a non-cited violation.

In accordance with 10 CFR 2.790(a), a copy of this letter and the enclosure

will be placed in the NRC Public Document Room.
