This refers to the routine safety inspection conducted by Messrs. J. Johnson
and H. Eichenholz of this office on October 19 - November 15, 1982, at the
Pilgrim Nuclear Power Station, Plymouth, Massachusetts, of activities authorized
by NRC License No. DPR-35 and to the discussions of our findings held by
Mr. Johnson with Mr. C. Mathis and other members of your staff periodically
during the inspection and at the conclusion of the inspection.
Areas examined during this inspection are described in the NRC Ragion I in-
spection report enclosed with this letter.
Within these areas, the inspection
consisted of selective examinations of procedures and representative records,
interviews with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in fuli compliance with NRC requirements, as
set forth in the Notices of Violation, enclosed herewith as Appendices A
and B.
These violations have been categorized into the levels described
in 10 CFR 2, Appendix C and the Federal Register Notice 47 FR 9987 dated
March 9, 1982.
You are required to respond to this letter; and, in preparing
your response, you should follow the instructions in Appendices A and B.
The responses directed by this letter are not subject to the clearance pro-
cedures of the Office of Management and Budget as required by the Paperwork
Reduction Act of 1980, PL 96-511.
In accordance with 10 CFR 73.21 of the NRC's regulations, documentation of
security measures for the physical protection of special nuclear materials
-
and certain plant equipment vital to the safety of production or utilization
facilities is deemed to be Safeguards Informi. tion.
Each person who produces,
receives or acquires Safeguards Information is required to ensure that it is
protected against unauthorized disclosure.
Therefore, the pertinent section(s)
of the enclosed inspection report, Appendix B, and your response will not be
placed in the Public Document Room and will receive limited distribution.
Additionally, in accordance with Section 2.790 of the NRC's " Rules of Practice,"

a copy of this letter and the sections of the enclosures that do not contain
Safeguards Information will be placed in the NRC's Public Document Room.
If
this report contains any information that you (or your contractors) believe to
be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a)
notify this office by telephone within ten (10) days from the date of this
letter of your intention to file a request for withholding; and (b) submit
within 25 days from the date of this letter a written appli~ cation to this
office to withhold such information.
Consistent with Section 2.790(b)(1), any
such application must be accompanied by an affidavit executed by the owner of
the information, identifying the parts sought to be withheld, containing a
full statement of the reasons and basis for withholding and specifically
addressing the considerations listed in 10 CFR 2.790(b)(4).
The information
sought to be withheld shall be incorporated as far as possible into a separate
part of the affidavit.
If you do not notify us of the intent to request
withholding in the ten days specified, or if the written application is not
submitted in the 25 days specified, these sections of the report will be placed
in the Public Document Room.
