Dear Mr. Rusche:
Duke Power Company hereby applies for an extension of time for ccepletion of McGuire Nuclear Station Units 1 and 2, covered by Constructicn Permit Nos. CPPR-83 and -84.
The original construction permits spec:.fy the latest completion dates for Unit 1 and Unit 2 of Februaiy 1, 1976 and March 1, 1977, respectively.
The construction schedule for both Units 1 and 2 has been adjusted several times for various reasons resulting in a total construction delay of approximately 27 months.
This delay was caused by increased delivery time of caterials and components and critical conditions existing in financial markets.
The increased delivery time of materials and ecmponents is due in part to changing design requirements and the inability of many suppliers to produce the material in the required time.
This has been particularly evident in the case of manufacturers of valves, pipe hangers, and ice-condenser components.
In August 1974, Duke Power Company announced a cutback in its construction program.
This postponement reflected our forecast of a reduced rate of load grcwth and also was due to critical'conartToEs existing in financial markets.
Factors, such as high interest rates, extremely tight credit, a severely depressed stock market, and uncertain economic conditions, made it difficult to raise the huge sums needed on reasonable teres to =aintain the previous construction schedule.
Delaying the construction schedule for McGuire and other planned generating facilities, significantly reduced the capital needed in both the short term and the long ter and delayed the completion of McGuire approximately one year.
