Pursuant to 10 CPR 50.55 (b) Pacific Gas and Electric Company i '- r requests the Commission to extend the completion date of Con-

_uction Permit No. CPPR-39 from July 1, 1975 to July 1, 1976, and to extend the complotion date of Construction Permit No. CPPR-69 from July 31, 1976 to July 31, 1977.

Units 1 and 2 at the Diablo canyon site have been delayed approximately six months by construction craft strikes during 1974.

The project was essentially shut duwn from July 1, 1974 to November 11, 1974. When the striko terminated, only approximately forty percent of the original wvtk fvAve was available to return to work. It took approximately five weeks to remobilize tho work force back to the pre-strike level. This five-week period was used for recruiting

, replacement craft labor, retraining, and requalification of welders.

In addition, future uncertainties including potential delays in licensing arising out of protracted public hearings, electrical construction craft labor negotiations, and unanticipated delays in the Jatter stages of construction and preoperational testing make 8301200175 821213 PDR FOIA STECKEL82-556 PDR

it desirable to extond the completion dates of the Diablo Canyon construction permits for the one year herein requested.

Dear Mr. Denton:

Commonwealth Edison Company requests an amendment to che LaSalle County Station Construction Permits CPPR-99 and ~

CPPR-100, as issued by Reference (a) and amended by Reference (b).

This request is made pursuant to the provisions of 10 CFR 50.55(b) .

For the reasons delineated below, we reauest that the " latest com-pletion dates" be revised to June 30, 1981 and March 31, 1982 for

_ Units 1 and 2 respectively. This amendment does not, in the judgement of the applicant, involve a si'gnificant hazard con-sideration. The revised completion dates reflect a conservative construction schedule allowing some margin for potential future l delays, as well as for the installation of additional lateral reinforcing braces between downcomers and additional piping supports in the suppression pool volume tequired by the Mark II containment studies.

from September 5, 1978 to September 22, 1978 -

(3 weeks) by the Boilermaker's Union and jurisdictional work stoppages totaling 6 days i since June 1, 1978. (
