As a consequence of unanticipated delays, construction has been slowed significantly and the schedule for fuel loading and I
co==crical operation for the Sequoyah :uclear Plant has been i
revised to encompass these delays.
Specific atens which caused these delays are outlined below:
1.
As required by the AEC, the subcompartment pressures in the containment structure were recalculated including two-phase flow and dynamic forces effects.
This resulted in nodifica-i tions to the ice conden'ser design because of structural loading changes.
These design nodifications resulted in a significant delay in plant construction schedule.
2.
The Emergency Core Cooling System was nodified by the additiot.
of the Upper Head Injection Systen.
This was a major design effort and necessitated structural changes to the reactor building in addition to the more obvious direct systc= changes.
3.
Due to the advanced nature of consitruction, separation of liquid waste into tritiated and nontritiated drains to avoid

release of tritium caused changes in the drain system and consequently added construction delay ti=c.

The productivity level for Se uoyah Nuclear Plant was originally projected on the basis of czperience in the construction of fossil plants.
Due to the increasing compicxities of nuclear power plant construction, plu.n the increasing emphasis on the quality control of the constructica of safety-related items, a lower level of productivit:, han resulted.
It is estf.:sted that delays have caused cn cdditional 20 months of construction time.

April 1, 1974, to February 1, 1977 It is anticipated that the, revised dates will provide sufficient time for completion of each unit.
