SOUTHERN CALIFORNIA EDISON COMPANY and SAN DIEGO GAS
& ELECTRIC COMPANY, pursuant to 10 CFR 50.90, hereby submit Amendment No. 109.
This amendment consists of Proposed Change No. lld to the Tecnnical Specifications incorporated in Provisional Operating License No. DPR-13 as Appendices A and B.
Proposed Change No. 118 is a request to replace the text in Appendix B (Environmental Technical Specifications), Sections 1 and 2, with a completely revised text under the title " Environmental Protection Plan."
The intent of this proposed change is explained in the enclosed DESCRIPTIOt1 OF PROPOSED CdANGE AND SAFETY ANALYSIS.
In the event of conflict, the information in this Amendment No. 109 supersedes the information previously submitted.

Based on the analysis provided in the DESCRIPTION OF PROPOSED CIIANGE AND SAFETY ANALYSIS, it is concluded that (1) the proposed change does not involve a safety / environmental question not previously reviewed and evaluated by the Nuclear Regulatory Commission, and (2) there is reasonaole assurance 1
that the health and safety of the public will not be endangered by the proposed change.
Pursuant to 10 CFR 170.22, Proposed Change No. 118 submitted as Amendment No. 109, is determined not to require a fee.
The basis for tnis determination is that (1) the change does not involve any safety or environment related issues, and (2) it is considered a major step toward the ratal revision of Appendix B, consistent with the NRC's objective.
