Amendment No.109 consists of Proposed Change No.118 to the Technical Specifications incorporated into Provisional Operating License No. DPR-13 as Appendices A and B.
Proposed Change No.118 is part of an overall revision of Appendix B (Environmental Technical Specifications, or ETS).
It supersedes Proposed Change No. 94 forwarded earlier (Reference 1), which in turn superseded Proposed Change Nos. 84 and 86.
Proposed Change No. 118 also complements Proposed Change No. 83, forwarded by References 2 and 3.
Proposed Change No.118 affects Sections 1 and 2 of the ETS in their 2
en ti rety.
Ihe intent of this proposed cnange and the disposition of the remaining ETS sections are described in the enclosed DESCRIPTION OF PROPOSED CHANGE AND SAFETY ANALYSIS.

Proposed Change No.118 does not involve any safety or environment related issues.
Its purpose is to satisfy the obje.tive of the previous Proposed Change No. 94 (Reference 1) and also partially satisfy the NRC's objective in totally revising the ETS (Reference 4).
Therefore, in our view, a new fee is.not required.
It is respectfully requested that Pruposed Change No. 118 be reviewed promptly and appropriate action taken.
