Yuhas of this office on November 29 - December 3,1982 of activities authorized by HRC License No. DPR-13, and to the discussion of our findings held by Mr. Yuhas with Mr. W. Moody and other menbers of your staff at the conclusion of the inspection. l Areas examined during this inspection are described in the enclosed inspection report. Within these areas, the inspection consisted of , selective examinations of procedures and representative records, inter- ' views with personnel, and observations by the ' inspector. - , Based on the results of this inspection, it appears that one of your activities was not conducted in full compliance with NRC requimments, assetforthintheNoticeofV(olation,enclosedherewithasAppendixA.
Your response to this notice is'to be submitted in accordance with the
provisions of 10 CFR 2.201 as stated in Appendix A Notice of Violation. ' , This inspection included a followup of commitments made by you in your letter to us dated January 15, 1982 in response to our December 16, 1981 letter transmitting a Notice of' Violation and NRC Inspection Report No. 50-206/81-36. The substance of this correspondence concerned a significant progrannatic breakdown in your management of the affluent control and monitoring program at Unit 1. " Although you'have done's comumendable job of evaluating ! the Operational Radiation Monitoring System and establishing an appropriate q effluent engineering function, this inspection has identified several b j! elements of your long term corrective actions, as identified in your. - January 15, 1982 letter, which were not implemented. The specific items ' are identified in paragraph' 3 of Inspection Report No. 50-206/82-36 (enclosed). We am concerned about the appamnt inability of lower management levels to effectively follow through with cose:1tments made by J higher management. : Accordingly,' in addition to your response to the
attached Notice of. Violation, we would also like you to infom us of
the current status and revised actions you plan to take concerning [* the items identified as 50-206/82-36-01, 02, 04, 05, and 06 in paragraph 3 of the attached-Inspection Repoit.~ We am particularly interested in
actions you plan to.take with respect to the Operational Radiation j Monitoring System in response to the significant technical deficiencies i identified with this system.- We would expect that problems associated I with this system would be resolved prior to the restart of Unit 1.
' In accorda'nce with 10 CFR 2.790(a). a copy of this-letter and the enclosures k will be placed in' the NRC Public Document Room unless you notify this i office, by telephone, within ten days of the date of this letter and - i submit written application to withhold information contained therein -[ within thirty days of-the date of this letter.
