This refers to the SALP for San Onofre Nuclear Generating Station, Unit 1, conducted by this office on August 17, 1982. and discussed with your staff at a meeting i
on Novenber 8,1982. The list of attendees is attached as Enclosure 1.
The NRC Region V SALP report is attached as Enclosure 2 and covers the period of July 1, 1981 through June 30, 1982. Southern California Edison Cumpany letter, dated Decenber 3,1982, which we requested in our letter dated October 18, 1982, provided your coments and comitments for performance improvement and is attached

j Overall, we find that your performance of licensed activities generally is acceptable l
and directed toward safe facility operation.
In the area of Emergency Preparedness, we found your management attention and involvement to be aggressive and oriented toward nuclear safety, resulting in a high level of perfonnance. In addition, we note that you have taken significant actions to improve your performance in the areas of Plant Operations, Radiological Controls, Maintenance, Security and Safeguards, and Design Changes and Modifications. These were areas r:here the SALP Board found increased, or sustained managenent attention was necessary by

both the NRC and Southern California Edison Company.
At our meeting on Novenber 8,1982, we discussed our assessment of your regulatory l
performance, your comments on the SALP Program and Region V's assessment, and the actions that you are taking to improve your performance. We have also reviewed your letter of Decenber '3, '1982, and determined that your actions to improve performance in the areas needing particular attention are responsive. We consider that our meeting was beneficial and improved mutual understanding of your activities i
and our regulatory program. Based on your connents during our meeting and your Decenber 3,1982 letter, we have found no changes to our assessment aro necessary.
We have, however, evaluated the comments contained in your letter of December 3, f
l 1982(Enclosure 3). The results of our evaluation are provided in Enclosure 4.
