EVALUATION OF THE RADIOLOGICAL / ENVIRONMENTAL IMPACT OF GPU NUCLEAR'S PROPOSED PROJECT FOR DISPOSAL OF CONTAMINATED S0IL AT OYSTER CREEK FACILITY f

We have reviewed your letter and attachments dated October 27, 1982, in which you described plans to relocate approximately 17,000 cubic feet of contaminated soil. Pe understand that the soil is now located in a radiation control area and it will be elocated to another area on the site that is not a radiation controllea area. The relocated soil will be covered with a minimum of 6" of clean soil and possibly paved over with asphalt in the future.

' provides our detailed evaluation. Our calculations indicate that a person continuously occupying the central portion of the relocated soil will received a direct gamma radiation dose of approximately 60 mrem /

year which is about eight (8) times less than the 10 CFR Part 20 dose limit of 500 mrem / year for unrestricted areas. For a worker who spends about 2000 hours0.0231 days <br />0.556 hours <br />0.00331 weeks <br />7.61e-4 months <br /> a year in this area the total body dose is reduced to 14 mrem / year.

If you pave this area with a minimum thickness of six (6) inches of asphalt the worker dose will be further reduced to less than 3 mrem / year. For a member of the public who infrequently visits the Oyster Creek facility and who spends much less time at this location than a worker, the total body dose will be proportionately lower.

We concur with your statement that the six inch layer of clean topping material will prevent further migration of the radioactive material via wind blown dust as the soil is presently uncovered.

Fiedler November 16, 1982 enese estimated doses are negligibly small from the standpoint of occupational exposure limits and acceptably small from the standpoint of non-occupational exposure limits. They are close to or within the dose design objectives of 10 CFR Part 50, Appendix I for controlling radioactive effluents from light-water-cooled reactors, and are within nominal spatial and temporal variations in annual natural background exposure. We therefore concur with your plan to relocate this soil.
