Dear Mr. DelGeorge:
The Commission has issued the enclosed Amendment No. 77 to Facility Operating License No. DPR-39 and Amendment No. 67 to Facility Operating License No.
DPR-48 for the Zion Station, Unit Nos.1 and 2 respectively. The amendments consist of changes to the Licenses and the Technical Specifications in response to your application transmitted by letter dated April 33,1982Property "Letter" (as page type) with input value "05000000/LER-1986-005-03, Informs of Planned Site Visit to Obtain Info Supporting Implementation of Emergency Response Data Sys,Including Availability of PWR or BWR Parameters in Digital Form & Characterization of Available Data Feed Points"April 33, 1982" contains a sequence that could not be interpreted against an available match matrix for date components." contains invalid characters or is incomplete and therefore can cause unexpected results during a query or annotation process., as supplemented by letter dated July 29, 1982 These amendments revise Paragraph 2.B of License Nos. DPR-39 and C?R-48 to incorporate more generalized format relative to the authority for the receipt, possession and use of special nuclear, byproduct and source materials.
Moreover, the amendnent revises Technical Specifications to incorporate limiting conditions for operation and surveillance requirements for sealed sources. Our Safety Evaluation Report supporting these changes is enclosed.
These amendments also correct certain paragraphs of the Facility Operating License Nos. DPR-39 and DPR-48 It removes Paragraphs 3 and 4 and renumbers Paragraphs 5 and 6 (hereafter to be numbered 3 and 4). We agree that the Paragraph 3 requirement is no longer applicable in that the fdl densification phenomenon is now incorporated in the Westinghouse fuel performance code which Zion has used for their current NRC approved analysis of record. The referenced figure 3.2.9b in Paragraph 3 was removed fmm the Technical Specifications by Amendment Nos. 37 and 34 issued on March 22, 1979 Paragraph 3 is therefore deleted. The Paragraph 4 on Industrial Security Plans was also inadvertently overlooked in Amendment Nos. 61 and 58 issued on January 15, 1981 Paragraph 4 should have been replaced by Paragraph 2.B(6) 8211150059 821028 PDR ADOCK 05000295 P
