VIRGINIA ELECTRIC AND POWER COMPANY NORTH ANNA POWER STATION UNIT NO. 2 SUPPLEMENTAL INFORMATION FOR PROPOSED OPERATING LICENSE AMENDMENT In our letter dated September 27, 1982 (Serial No. 542), VEPCO requested relief until the end of the second refueling outage for the modification to the North Anna Unit 2 diesel generator lube oil system, License Condition 2.C(15) (h) (2).

In this letter we noted that the modification to the 2H diesel generator had been completed.

Therefore, the relief requested was only for the 2J diesel generator.

Mr. Leon B. Engle (NRC) contacted Mr. F. M. Alligood, Jr. (VEPCO) on October 27, 1982, requesting additional information. on the proposed relief request.

The additional information is provided below.

North Anna Unit 2 operating records indicate there have been 12 starts without prelubrication on the 2J diesel generator during its 2 1/2 year operating lifetime.

These starts without prelubrication were due to spurious safety injection signals and surveillance testing to verify emergency start capabili-l ties.

Eleven of the starts without prelubrication occurred prior to the extended maintenance outage that occurred during July, 1982 and August, 1982.

During this extended outage, the upper and lower bearings were inspected by the maintenance department and by the diesel generator manufacturer representa-tive. This inspection determined that the upper bearings did not degrade due to these starts without prelubrication.

The inspection of the lower bearings indicated that one bearing (Number 14) showed signs of degradation due to the manufacturers oil line not being installed correctly.

That lower bearing has been replaced and the oil line hasi been properly connected. None of the other lower bearings showed any signs of degradation.

Since this outage there has been one start without prelubrication on the 2J diesel generator due to surveillance testing.

Based upon historical performance, a start without prelubrication will not degrade # the upper and lower bearings.

The upper and lower bearings of the 2J diesel generator will be inspected during the upcoming refueling outage.

Vinotw A EtzcTRIC AMD Powra Cowraxy to Harold R. Denton Periodic or surveillance testing of the 2J diesel generator for exercising purposes is performed in accordance with Technical Specification requirements.

This periodic testing of the 2J diesel generator is performed with approved procedures and with prelubrication.

Vepco feels that this surveillance is adequate to ensure the reliability of the 2J diesel generator.

It is not expected that the 2J diesel generator will have more than one or two starts without prelubrication during the proposed extension interval. With an extension to the second refueling outage (which is currently scheduled for April 1, 1983), the 2J diesel generator would not be degraded and the diesel generator will continue to perform safely as it has in the past.
