=1.0 ' INTRODUCTION By letter dated January 9, 1991 Niagara Mohawk Power Corporation (the licensee) submitted a report in response to License Condition 2.C(9)(b) of the Nine Mile Point'2 Facility Operating License No. NPF-69.
License Condition 2.C(9)(b) required NMPC to submit, prior to startup following the first refueling. outage, a reevaluation of normally lit and nuisance alarms for NRC review in accordance with its-August 21, 1986, letter.
2.0 EVALUATION-License Condition 2.C(9)(b) reads as follows:
" Prior to startup following the first refueling outage, Niagara Mohawk
-Power Corporation shall orovide the results-of the reevaluation of normally lit and nuisance alarms for NRC review.in_accordance with its August 21, 1986 letter."
The licensee _ provided the results of the alarm reevaluation in accordance-with the reauirements of the August 21,1986. -letter. to the NRC via a January 9, 1991, letter.- The letter provided the staff with a detailed tabulation of 153 continaously or frequently lit annunciator windows with their associated
--corrective actions.
The tabulation also included a schedule for the correction of the identified
-problems.= The recommended corrective actions were implemented on 97 annunciator
' windows.before restart from the first refueling outage.- Approximately 39 annunciators will be' corrected before restart from the second refueling outage and the remaining 17 will be corrected before restart from the third outage.
The licensee's corrective actions for eliminating normally lit and nuisance alarms are acceptable because they are consistent with good human factors practices.
The schedule proposed by the licensee for resolution of the remaining alarms is acceptable to the NRC staff.-

3.0 LONCLUSION The staff concludes that 1.icense Condition 2.C(9)(b) has been satisfied.
The staff finds that the recommended corrective actions and schedule for implementation of corrections to normally lit and nuisance alarms provided in the licensee's letter of January 9, 1991, are acceptable.

By letter dated January 9, 1991, Niagara Mohawk Power Corporation (NMPC) submitted a report in response to License Condition 2.C(9)(b) of the Nine Mile Point 2 Facility Operating License No NPF-69.
License Condition 2.C(9)(b) required NMPC to submit, prior to startup following the first refueling outage, a reevaluation of normally lit and nuisance alarms for NRC review in accordance with its August 21, 1986, letter.
The NRC staff has reviewed your January 9,1991, report.
Our Safety Evaluation is enclosed. As stated in the enclosed Safety Evaluation, the NRC staff has determined that the requirements of License Condition 2.C(9)(b) have been satisfied, in the event that NMPC should wish, as an administrative matter, to request the deletion of this condition, that should be done ' y an application for amendment to the licent.e.
