The U.S. Nuclear Regulatory Commission (the Commission) has found that:

A.

The application for amendment to Facility Operating License No, DPR-34 filed by Public Service Company of Colorado (the licensee), dated November 21, 1989, as supplemented on April 25, 1990, February 22, March 6, March 27, April 23, May 3, and May 10, 1991, complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's regulations as set forth in 10 CFR Chapter I; B.

The facility will be maintained in conformity with the application, the provisions of the Act, and the regulations of the Commission; C.

There is reasonable assurance:

(i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations set forth in 10 CFR Chapter I; D.

The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and E.

The issuance of this amendment is in accordance with Part 51 of Title 10 of the Code of Federal Regulations (10 CFR) of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating License No. DPR-34 is hereby amended by revising the indicated paragraphs as follows:

Paragraph 2.C. to read:

Subject to the conditions and requirements incorporated herein, the Commission hereby license:- the Public Service Company of Colorado:

(1) Pursuant to Section 104b of the Act and 10 CFR Part 50,

~2-to possess but not operate the facility at the designated location near Platteville in Weld County, Colorado, in accordance with the procedures and limitations set forth in this license; (2) Pursuant to the Act and 10 CFR Parts 40 and 70, to possess at any time source and special nuclear material as reactor fuel, in accordance with the limitations for storage and amounts previously received for reactor operation, as described in the Final Safety Analysis Report, as supplemented and amended; (3) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess, and use at any time any byproduct, source and special nuclear material as sealed sources for reactor instrumentation, radiation monitoring, equipment calibration, and fission detectors in amounts as required; (4) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to receive, possess and use in amounts as required any byproduct, source or special nuclear material without restriction to chemical or physical form, for sample analysis or instrument calibration or associated with radioactive apparatus or components; and (5) Pursuant to the Act and 10 CFR Parts 30, 40 and 70, to possess, but not separate, such byproduct and special nuclear materials as were produced by the previous operation of the facility.

Paragraphs 2.D.(1) and (2) to read:

(1) Maximum Power Level The licensee is prohibited from taking the Fort St. Vrain reactor to criticality, and the facility shall not be operated at any power level; (2) Technical Specifications The Technical Specificutions contained in Appendices A and B, as revised through Amendment No. 82, are hereby incorporated in

-the license.

The licensee shall maintain the-facility in accor-dance with the Technical Specifications.

Replace Paragraph 2.D.(4), "Early Shutdown," in its entirety with the following:

Introduction of New Natural Gas Sources While spent fuel or radioactive graphite core components remain onsite, no new natural gas sources (i.e., sources other than those analyzed and found acceptable in the staff's Safety Evaluation in support of License Amendment No. 82 ) shall be introduced within 0.5 miles of the location where spent fuel or

3-radioactive graphite core components are stored, for any purpose, unless the licensee submits and the NRC has reviewed and approved an analysis demonstrating that such natural gas will not present an unacceptable hazard to the spent fuel or to the radioactive graphite core components or to the equipment or systems needed to protect the spent fuel or radioactive graphite core components.

In accordance with this restriction, the opening of the 6-inch isolation valve leading to the 16-inch natural gas pipeline south of the plant, for any purpose other than short-term maintenance and surveillance activities with the 6-inch valve continuously manned by an operator who has been instructed to promptly close the valve in the event a pipeline rupture is observed or suspected, shall be considered a new natural gas source requiring analysis, 3.

This license amendment is effective upon its date of-issuance.
