FORT ST. VRAIN NUCLEAR GENERATING STAT!0N AMENDMENT NO. 82 TO FA;ILITY OPERATING L' CENSE NO. OPR-34 The U.S. Nuclear Regulatory Commission (NRC) has issued the enclosed Amenoment No.82 to Fa:ility Operating License No. DPR-34 for the Fort St. Vrain Nuclear Generating Station.

This amendment modifies License No. DPR-34 to possession only status in response to your application of November 21, 1989, as supple-mented on April 25, 1990, February 22, March 6, March 27, April 23, May 3, and May 10, 1991.

During our review of your submittals, the NRC determined that an additional condition should be added to the Fort St. Vrain license which addresses the planned introduction of natural gas for the purpose of converting the facility to a gas-fired generating station and the compensatory measures taken tu mitigate the consequences of postulated ruptures of natural gas collection piping associated with on-site wells.

We have discussed this license condition with your representatives and its provisions were found acceptable by all participants.

On May 16, 1990 the NRC published in the Federal Register a Notice of Consideration of Issuance of Amendment to Facility Operating License and Proposed No Significant Hazards Consideration Determination and Opportunity for Hearing related to the requested action (55 FR 20364).

Tne NRC has received no comments or requests for heiring.
