ENCLOSURE SUPPLEMENTAL SAFETY EVALUATION REPORT BY THE OFFICE OF NUCLEAR REACTOR REGULATION CONFORMANCE TO REGULATORY GUIDE 1.97 DUKE POWER COMPANY CATAWBA NUCLEAR STATION, UNITS 1 AND 2 DOCKET N05. 50-413 AND 50-414

1.0 INTRODUCTION

By letter dated October 23, 1990, Duke Power Company submitted a request for a deviation from the recommendations of Regulatory Guide (R.G.) 1.97, Revision 2, relating to the reactor coolant system (RCS) soluble boron concentration instrumentation.

R.G. 1.97 recommends that Category 3 RCS soluble boron concentration instrumentation be provided to verify reactivity control. The licensee has proposed the use of the Post Accident Sampling System (PASS) to meet the R.G. 1.97 criteria for RCS soluble boron concentration monitoring, 2.0 EV ALUATION The licenst.e is currently using Category 3 RCS soluble boron concentration instrumentation to verify reactivity control. However, this instrumentation has relatively poor accuracy and requires frequent calibrations. 3.0 CONCLUSION

Based on the staf f's review of the licensee's submittals, we find that the use of the PASS to monitor RCS soluble boron concentration, at the Catawba Nuclear Station Units 1 ard 2, meets R.G. 1.97, Revision 2, and is therefore acceptable.
