This refers to the routine safety inspection conducted by Mr. G. A. Belisle and
~ others of this office on April 25 - 29 ano May 2 - 6, 1983, of activities
authorized by NRC License Nos. NPF-2 and NPF-8 for the Farley facility. Our
preliminary findings were discussed.with Mr. W. G. Hairston, III, Plant Manager,
and Mr. J. D Woodard, Assistant. Plant Manager, at the conclusion of the

inspection.

This inspection was a comprehensive examination of your management and quality

assurance controls related to licensed activities.
Inspection was conducted in
'
selected key areas of responsibility. at both the plant _ site and your corporate
offices.
Areas examined _during the inspection and our findings are discussed in
the' enclosed inspection report. Within these areas, the inspection consisted of
l
selective examinations of procedures and representative records, interviews with
personnel, and observations by the inspectors.

During the , inspection, it was found that certain activities under your license
. appear to violate NRC requirements. .These items and references to pertinent
requirements'are listed in the Notice of Violation enclosed herewith as
Appendix A.
Elements to be included in your response are delineated in
Appendix A.
In accordance with 10 CFR 2.790(a), a copy offthis letter and the enclosures
willjbe placed'in the NRC's Public Document Room unless you notify this office,
by telephone, within-ten days of the date of this letter andLsubmit written

application to withhold information contained therein wit,hin thirty days of the
date of this letter.
Such application must be consistent with the requirements
of 2.790(b)(1).
