This information regarding the cost to Consumers Power Company for backfitting the Palisades Plant (Docket 50-255) has been tabulated as you requested. There are three tables: Category 1 - Imposed by NRC Regulations / Orders; Category 2 - Imposed by NRC Bulletins and Post - TMI requirements as defined in NUREG-0737; and Category 3, those initiated by Consumers Power Company for the continued safe operation of our plant.

Backfitting Cost Experience For Consumers Power Company's Palisades Plant Palisades Plant - 1 Unit The Palisades Plant is a first generation Combustion - Engineering pressurized water reactor with a thermal rating of 2530 MW and an electrical rating of 810 MW.
The construction permit was received in March, 1967, the provisional operating license in March 1971 and the first generation of electricity occured December 31, 1971.
The total cost was $149,046,000.
Cooling towers for closed cycle cooling and a rad-waste building'for zero rad-waste effluent were mandated by a settlement agreement with an intervener group.
These added $42,559,000 to the construction cost of the Palisades Plant. Using the above costs, the cost per kilowatt in 1971-72 would be $238/KWe.
Using the State of Michigan Bureau of Labor Statistics, inflation factors etc of 2.6, the 1982 value of an equivalent plant of this 810 Mwe size would be $618/KWe excluding any backfitting costs.
