Dear Mr. Barton:
SUBJECT:
SAFETY EVALUATION OF THE OYSTER CREEK DRYWELL PENETRATIONS -
SEP TOPIC 111 DESIGN CODES, DESIGN CRITERIA AND LEAD COMBINATIONS (TAC NO. M76879)
By letter dated May 25, 1990, GPU Nuclear Corporation (GPUN) submitted its' evaluation of three remaining issues associated with Section 4.12 of NUREG-0822, " Integrated Plant Safety Assessment - Systematic Evaluation Program for Oyster Creek Nuclear Generating Station," dated January 1983 (SEP Topic l
III-7B). The staff has completed its review of two of the three issues l
relating to the Oyster Creek drywell penetrations. The third issue relating to high temperature effects on drywell concrete is presently being reviewed by the staff. The results of our review regarding this matter will be presented-in a separate Safety Evaluation.
l For the Oyster Creek drywell penetrations, the staff concludes that the two issues concerning (1) reinforcement of openings, and (2) penetration openings j
subject to cyclic loadings have been idequately addressed by GPUN. Our i
evaluation was based on an audit condacted at-the GPUN's offices on July 11-12, i
1990, and in part, on a technical evaluation report provided by our consultant, Atomic Energy of Canada Limited.
Enclosed is our Safety c
Evaluation regarding this matter.
Sincerely, Original signed by
