SUBJECT:
BEAVER VALLEY UNIT 1 - TEMPORARY WAIVER OF COMPLIANCE WITH TECHNICAL SPECIFICATION 3.8.2.1, ONSITE POWER DISTRIBUTION SYSTEM (TAC 75963)
On March 17, 1990, Vital Bus No. 3 was rendered inoperable by a failed fuse.
l This put the unit into an 8-hour action statement, requiring the commencement of shutdown activities at the end of the 8. hour period.
On the request of Mr. J. Vassello of your staff, a conference call was initiated at about 3:00 p.m., involving Messrs. J. Beall, F. Rosa, J. Stolz, P. Tam, E. Wenzinger and J. Wiggins of NRC, and Mr. K. Grada of your staff.
NRC participants noted that:
(1)thecurrent8.houractionstatementismuch more stringent than the 24. hour. statement in the Westinghouse Standard Tech.
nical Specifications (WSTS), (2) you have, on February 7, 1990, submitted an amendmentrequesttoadopttheWSTSrequirement,(3)wehavecompletedour review of your req)uest and are in the process of issuing the amendment as you requested,and(4 if the amendment had been issued on or before March 17, the unit would have had a much longer period for repair of the inverter. As a result, we granted a temporary waiver of compliance to allow the No. 3 inverter to be inoperable for up to 24 hours2.777778e-4 days <br />0.00667 hours <br />3.968254e-5 weeks <br />9.132e-6 months <br />.
By telephone call, Mr. Grada informed Mr. Tam that the inverter was repaired and declared operable about 7 hours8.101852e-5 days <br />0.00194 hours <br />1.157407e-5 weeks <br />2.6635e-6 months <br /> of commencement of inoperation.
By your letter dated March 19, 1990 you documented all that transpired regarding the inverter on March 17, 1990, and the conference call.. Therefore, by this letter, we reaffirm the granting of the temporary waiver of compliance which shall remain in effect until the proposed license amendment is issued.
We plan to issue the above-mentioned amendment upon expiration of the comment period allowed by our notice of no.significant. hazards determination.
