. facility was conducted by a team of Region I and NRC Headquarters inspectors on

January 29 - February 2, 1990. The

'last SALP period. The inspection-consisted of reviewing the current status of

the various items for. improvement that were identified during your internal

program assessments and:that were incorporated in your Plan for Excellence.' The

adequacy of. these measures in addressing weaknesses in the radiological controls

program was also reviewed.

' Our findings indicate that there has'been no significant change, as yet, in the

l

manner ofiim lementation,of radiological controls on. site. However, the various

,

~ tudies-comp eted by your Task Force and other groups and your- Plan for

Excellence appear to have identified most'of the important deficiencies in the

program, and the recommendations for improvement-appear to be quite

.

comarehensive. In addition, improvements have taken place in'certain areas-such

upgrade the technical expertise of the current staff, particularly the

radiological engineering ' staff.

our discussions with your staff as noted above, it appeared to the team members

that a significant positive change in attitudes toward radiation protection has

occurred throughout management personnel, particularly in managers outside the

^

Radiological Controls Department. However, the team was unable to determine if

there are adequate program elements in place to ensure that improvements in-

attitudes toward the importance of radiological controls will occur at the

worker and worker supervisor levels during future work. This was considered-by

the team to be an important element necessary for the future success of

radiological controls activities. We will conduct future inspections at later

i

stages of plan implementation to assess progress and the degree of success. -
