e ENCLOSURE 2 Description of Change 1

Tennessee Valley Authority (TVA) proposes to modify the Sequoyah Nuclear-Plant (SQN) Units 1 and 2 technical specifications (TSs) to revise Table 3.7-5 in TS 3/4!7.11.4. Hose Rack 0-26-2337 in the diesel generator building is being added to the tabic. Additionally, a typographical error in Surveillance Requirenent 4.7.11.4 for Unit 1 is being changed to correctly reference Table 3.7-5.

Reason for Change In TVA's SQN fire protection program reevaluation, which was transmitted to NRC on January 24, 1977, TVA indicated that a single impairment in the fire protection system or direct support system would not impair both primary and backup fire protection capability. As identified in a-November 17. 1987, letter to NRC, both the automatic sprinkler system for the corridor and the corridor fire hose station in the diesel generator building were supplied by a single and common line from the fire protection yard water main. Also, both systems were controlled by a common post indicator valve. To correct this deficiency, TVA has installed a second supply line to the diesel generator building and an independent fire hose station on Elevation 722.

Justification for Change The SQN TSs contain surveillance requirements for fire protection systems that protect equipment required for safe shutdown. Since the recently i

~ added fire hose station on Elevation 722 of the diesel generator building meets this criteria, it is being included in the TSs.

The proposed change is a conservative addition to the TSs.

The correction of the typographical error is an administrative change and has no effect on hardware or analysis.

Environmental Impact Evaluation The proposed change request does not involve an unreviewed environmental question because operation of SQN Units 1 and 2 in accordance with this change would not:

Result in a significant increase in any adverse environmental impact previously evaluated in the Final Environmental Statement (FES) as modified by the Staff's testimony to the Atomic Safety and Licensing Board, supplements to the FES, environmental impact appraisals, or decisions of the Atomic Safety and Licensing Board.

2.

Result in a significant change in effluents or power levels.

Result in matters not previously reviewed in the licensing basis for SQN that may have a significant environmental impact.

e ENCLOSURE 3 Significant Hazards Evaluation TVA has evaluated the proposed TS change and has determined that it does-not. represent a significant hazards consideration based on criteria established in 10 CFR 50.92(c). Operation of SQN in accordance with the proposed amendment will not:

(1)

Involve'a.significant increase in the probability or consequences of an accident previously evaluated.

The proposed addition of Fire Hose Rack 0-26-2337 is a conservative change to the SQN TSs. The installation of the second supply line to the diesel generator building and an independent fire hose station provides redundancy for the fire protection capabilities at the diesel generator building. The correction of the typographical error is an~ administrative change and has no effect on hardware. The changes therefore do not significantly increase the probability or consequences of a previously evaluated accident.

(2) Create the possibility of a new or different kind of accident from any previously analyzed.

The proposed addition of Fire Hose Rack 0-26-2337 is an appropriate change to the SQN TSs. The modifications, which are a net. safety enhancement to SQN and meet the guidelines of Branch Technical Position CMEB 9.5-1, " Guidelines for Fire Protection for Nuclear Power Plants," are completed. The addition to the TSs meets TVA's criteria of TS inclusion for fire protection systems that protect equipment required for safe shutdown. The correction of the typographical error is an administrative change and has no effect on.

hardware. The changes therefore do not create the possibility of a new or different kind of accident from any previously analyzed.

(3) Involve a significant reduction in a margin of safety.

The proposed addition of Fire Hose Rack 0-26-2337 reflects the installation of a second supply line to the diesel generator building and an independent fire hose station. These modifications provide redundancy for the fire protection capabilities at the diesel a

generator building and are therefore a net safety improvement.

The correction of the typographical error is an administrative change and has no effect of hardware. The change therefore does not significantly reduce margins of safety.
