- This refers to the inspection conducted by L. T. Ricketson of this office

during the period December 13-14, 1989, of activities authorized by NRC.

Operating License-DPR-51 and NPF-6 for Arkansas: Nuclear One, Units l' and 2, ~ and-

to the discussion of our' findings'with N. S. Carns and other members of your

'

. staff at'the conclusion ~of the inspection.

Areas examined during the inspection included the circumstances surrounding the

release of radioactive-contamination to an uncontrolled area. Within these

,

areas, the inspection. consisted of selective examination of' procedures and

'

representative records, interviews with personnel, -ind observations by the

inspector. The inspection' findings are documented in the enclosed inspection

. report.

During this inspection, the inspector found that certain of. your activities

Lwere.in violation of NRC requirements.

Consequently, you are required to.

-

' respond to!the violation, in writing, in accordance with the-provisions of

'Section 2.201'of the NRC's " Rules of Practice," Part 2, Title 10, Code of

Fe_deral Regulations.

Your response should be based on the specifics contained

'in the Notice'of. Violation enclosed with this letter.

The1 response; directed by this letter and the accompanying Notice is not subject

to the clearance ptocedures-of the Office of Management and Budget. as required

by the Paperwoi k Reduction Act of 1980, PL 96-511.

In addition to the violation identifiad by the inspector, another violation was

identified by your staff and appropriate corrective action was taken.

Therefore, in accordance with 10 CFR Part 2, Appendix C, Section V.G.1 of the

NRC!s Enforcement Policy, no citation is being issued for the

licensee-identified violation described in paragraph 3 of the enclosed

inspection' report.

An unresolved item is also discussed in paragraph 3.

You should review your

program to ensure that proper exit survey procedures have been established for

personnel leaving the site.
