I don't think the paper is ready for Commission consideration. My is that a solid inpression, based on the staff impact /value assessment, case has not been made for the key item, i.e., 5 20.401.b.
The proposal would add to the record-collecting / keeping demands on all licensees to protect a relatively few transient workers and moon 11ghters from risks which they willingly assume. Moreover, the moonlighters may have an incentive to give false information in order to avoid losing their supplementary source of income.
I recommend further staff analysis which considers these possibilities.
In particular, the i= pact /value assessment should give a better feel for the true dimensions of i.he problem, in terms of potential costs to employers balanced against the benefit of reduction in occupational, radiation exposures.
