BELLEFONTE NUCLEAR PLANT UNITS 1 AND 2 - GENERIC IMPLICATIONS OF FAILURE TO IMPLEMENT DESIGN CRITERIA IN DESIGN DRAWINGS - BLRD-50-438/81-30, BLRD-50-439/81 SECOND INTERIM REPORT The subject deficiency was initially reported to NRC-0IE Inspector R. V. Crlenjak on April 1, 1981, in accordance with 10 CFR 50.55(e) as NCR BLN QAB 8101. This was followed by our first interim report dated May 1, 1981. Enclosed is our second interim report. We expect to submit our next report by January 26, 1982.

SECOND INTERIM REPORT Description of Deficiency Various electrical functional control logic diagrams (FCLD's) and other design drawings do not adequately reflect design criteria requirements.
Nanconformance reports are initiated when a drawing discrepancy is found, and as a result there have been several nonconformances written (BLN BLP 8003, BLN BLP 8010, BLN BLP 8101, and BLN BLP 8106). These design discrepancies are discovered when reviewing designs to make revisions.
Interim Progress Bellefonte Design Project has submitted the following schedule of FCLD's to be reviewed including start and finish date. This list is implemented in the critical path management (CPM) scheduling:

Revisions made to design drawings as a result of this design review will be coordinated with the responsible TVA organizations.
Evaluation of results obtained from reviewing the above list will determine any' additional design review needed. Presently there are no generic implications concerning other TVA plants.
