We have reviewed your letter of August 16, 1981, in reference to the inspection cor, ducted at North Anna Power Station on July 27-31, 1981, and reported in IE Inspection Report Nos. 50-404/81-02. Our response to the specific infraction is attached.
We have determined that no proprietary information is contained in the report. Accordingly, the Virginia Electric and Power Company has no objection to this inspection report being made a matter of public disclosure.
The infomation contained in the attached pages is true and accurate to the best of my knowledge and belief.

,3 Attachment RESPCNSE TO NOTICE VIOLATION ITEM REPORTED DURING NRC INSPECTION CONDUCTED ON JULY 27-31, 1981 NRC COMMENT 10CFR50, Appendix B, Criterion V, implemented by Appendix A, paragraph A.l.3.6 of the PSAR, requires in part that, activities affecting quality shall be prescribed by documented instructions, procedures and drawings, and shall be-accomplished ;
accordance with instructions, procedures and drawings.
North Anna Specification NAS-3048, " Specific Requirements for Equipment Storage-011 (SRES-Oll)," states that Units 3&4 reactor containnent dome plates shall be stored stacking individual plate assemblies, one atop the other, in separate stacks and that blocks will be placed between the plates to provide an air space between the adjacent plates.
Contrary to the above, the reactor containment dome closure plates did not have blocks placed between the plates to provide an air space between the adacent plates, as required.
This is a Severity Le',el VI Violation (Supplement II.F).
RESPONSE

ADMISSION OR DENIAL OF THE ALLEGED VIOLATION 1
The Notice of Violation is correct as stated.

REASONS FOR THE VIOLATION The contractor's storage procedure failed to call for dunnage.
3.
CORRECTIVE STEPS TAKEN AND RESULTS ACHIEVED The plates were restacked with proper dunnage.
