i. IDENTIFICATION OF OCCURRENCE: The Station Meteorological Monitoring System'(EEB)

{ was declared inoperable when the Control Room annunciator alarm, " Environmental.

System Trouble", was actuated.

i CONDITIONS PRIOR TO OCCURRENCE: On August'16 the plant was in Mode 2, Startup, and on August 25 the plant was in Mode 3, Hot Standby. During the interim period the plant was undergoing low power testing operations with periodic shutdowns for main-tenance activity.

DESCRIPTION OF OCCURRENCE: On August 16, the Station heteorological Monitoring System was declared inoperable upon receipt of a trouble alarm. A technician was dispatched to investigate the' problem, but before he could determine a cause the alarm cleared. The system was then determined to be operating satisfactorily ,

and was declared operable the same day.

c. The Environmental Systen-Trouble alarm again occurred on August 25. The alarm cleared, but continued to reoccur allowing an opportunity for troubleshooting.

APPARENT CAUSE OF OCCURRENCE: Theproblemwasdeterminedtobean(unstablepower 4 supply in the Meteorological Research, Inc. (MRI) Data Logger.

ANALYSIS OF OCCURRENCE: It is assumed that the August 16 incident was an early sign of the Data Logger power supply failure. Although the power supply continued to function, by August 25 it had deteriorated enough to allow recognition of its instability.

SAFETY ANALYSIS: Three gaseous waste releases made while the system was_ inoperable were monitored and were never above prohibitive radioactivity 1cvels. ~Therefore, the health and safety of the public were not affected by these incidents.

CORRECTIVE ACTION: The MRI Data Logger power supply, model 301-15-0, was(replaced The system was declared operable on andtheinstrumentationwaslrecaliorated.
