ATTACEM TO LER 81-024/03L-0 Wisconsin Public Service Corporation Kewaunee Nuclear Power Plant Docket 50-305 Operating License DPR-43 Cause Description and Corrective Actions The low BA temperature was causalby the removal of insulation from the BA heat tracing circuits. Without this insulation, heat tracing did not maintain the necessary pipe temperatures. The insulation was re-moved on 7-29-81 to permit maintenance on the heat tracing circuits.

However, no compensatory measures were taken to insure the proper fluid temperature. After discovery of this incident, the insulation was re-t installed and temperatures in the piping section were monitored to verify a return to normal temperature. A flow path was confirmed by obtaining recirculation flow through this piping section. The im-portance of proper communications when performing maintenance on heat tracing circuits and other safety-related systems will be discussed with operations and maintenance. No further corrective action is being taken.
